The Works under this Contract comprise the rehabilitation and upgrading works of the Kigali–Muhanga Road to improve road safety, reduce travel time and transport costs, and provide a climate-resilient, all-weather road. The construction period is thirty-six (36) months, including all necessary civil works such as pavement improvement, drainage and bridge works, and ancillary road safety facilities. The following description is an outline of the Works and shall not be construed as limiting the Contractor’s obligations to execute and complete all works required by the Drawings, Specifications, and Contract Documents. The key features are 16.4 km four lane carriageway length, 29.3 km two lane carriageway length, 12.13 km climbing lane length, 2.4 km waiting lane length, the road width of four lane section vary between 25.5 m and 27.5 m, road width of two lane section vary between 11 m and 18 m, asphalt concrete pavement, 135 m Nyabarongo bridge, 15 m Kayumbu bridge and 30 at-grade intersections.
- The Government of the Republic of Rwanda has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of USD 120,471,000 toward the cost of Rehabilitation and Upgrading of Kigali – Muhanga Road and intends to apply a portion of the proceeds of this loan to payments under the contract for Rehabilitation and Upgrading of Kigali – Muhanga Road [001/W/2025-2026/CB/RTDA-KOREA EXIMBANK].
- The Project Executing Agency (RTDA) now invites sealed bids from eligible bidders for the rehabilitation and upgrading of the Kigali–Muhanga Road located between Nyabugogo area in City of Kigali and Muhanga District.
- Bidding will be conducted through Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans and is open to all eligible bidders, provided that the Bidder, whether participating individually or as a Joint Venture, meets the following minimum qualification criteria and that, In the case of a JV, requirements for nationality and construction experience within the last five (5) years must be satisfied by each member individually, while requirements for successfully completed projects, key activities, and financial capacity may be met through the combined performance of all JV members as specified, unless otherwise specified.
- The Bidder must be of Korean nationality
- The Bidder shall have experience under civil construction contracts in the role of contractor, subcontractor, or management contractor for at least five (5) years
- The Bidder has successfully completed or substantially completed within the last ten (10) years at least one (1) road construction project of ten (10) kilometers or more with equal to or more than four (4) lanes of asphalt concrete pavement, either in Korea or overseas, in which the Bidder’s participation value (contract amount × shareholding ratio) is at least USD 50 million each. In the case of a Joint Venture, this requirement is satisfied if at least one (1) member of the Joint Venture meets the criteria
- The Bidder demonstrates construction experience in key activities (from contracts executed within the last ten (10) years prior to the bid commencement date), including a minimum of:
- 380,000 cubic meters of normal excavation;
- 30,000 cubic meters of hard rock excavation; and
- 100 meters of bridge construction.
- In the case of a Joint Venture, this requirement must be satisfied by each JV member individually within a single contract.
- The Bidder demonstrates sound financial capacity, including:
- submission of audited financial statements for the last three (3) years (as required in the Bidding Documents);
- pending litigation not exceeding 75% of the Bidder’s net worth;
- minimum average annual construction turnover of USD 50,000,000 within the last three (3) years; and
- financial resources (net of current commitments) of at least USD 10,000,000 for the Subject Contract.
- The Bidder shall propose the required Key Personnel and submit their duly signed CVs (Curriculum Vitae) in the format provided in the Bidding Documents, together with supporting certificates as applicable.
- The Bidder demonstrates compliance with quality, safety, and environmental management systems (ISO 9001, ISO 14001, ISO 45001, or equivalent). In the case of a Joint Venture, this requirement must be satisfied by each member individually.
- The Bidder demonstrates access to key construction equipment, either owned, leased, or through acceptable arrangements.
- Each Bid must be accompanied by a Bid Security of USD 1,500,000 in accordance with the Bidding Documents.
- Interested eligible Bidders may obtain further information from Rwanda Transport Development Agency (RTDA) and inspect the bidding documents at the address below from 9am to 5pm (Kigali time).
- A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Ten Thousand Rwandan Francs (FRW 10,000) or against its value in a freely convertible currency. The method of payment will be deposit such amount on the account number of the Rwanda Revenue Authority (RRA) opened at any local commercial bank. The document will be sent by E-mail.
- Bids must be delivered to the address below at or before 11th August, 2026 at 10:00AM, Kigali time. All bids must be accompanied by a bid security of USD 1.5 Million. Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below on the same date at 10:30AM, Kigali time.
- The Rwanda Transport Development Agency (RTDA) will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
