RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO SUPPORT IMPLEMENTATION OF MUVUMBA MULTIPURPOSE WATER RESOURCES DEVELOPMENT PROGRAM – ADDITIONAL FINANCING

ASSIGNMENT TITLE: International Irrigation Technical Advisor (Consultant)

DURATION: 3years

1. The Government of Rwanda, through the Rwanda Water Resources Board (RWB), has received additional financing from the African Development Bank (AfDB) toward the cost of the downstream irrigation infrastructure under Muvumba Multipurpose Water Resources Development Program (MMWRDP). It intends to apply part of the agreed financing amount to eligible payments under the contract for an International Irrigation Technical Advisor (Individual Consultant).

The Additional Financing focuses on developing climate-resilient irrigation systems covering approximately 3,073 Ha across five irrigation zones downstream of Muvumba Dam in Nyagatare District. The irrigation systems will include sprinkler and center pivot technologies, associated pumping stations, transmission and distribution systems, livestock water infrastructure, postharvest facilities, access infrastructure, and environmental and social mitigation measures. The project is implemented by the Single Project Implementation Unit (SPIU) under RWB in collaboration with RAB, Nyagatare District, and other stakeholders

2. The main objective of this consultancy is to provide high-level technical advisory services to the Project Implementation Team (PIT) in the planning, design review, procurement, implementation supervision, and management of irrigation infrastructure under Muvumba Irrigation Sub-project.

The Consultant will also support capacity building, quality assurance, and ensure compliance with AfDB and Government of Rwanda policies, including environmental and social safeguards.

3. The scope of work for the Technical Advisor will include, but is not limited to:

i. Collaborate with the technical team in the review, updating, and implementation of the irrigation designs and related engineering works.

ii. Provide high-level technical guidance to the PIT on the review of engineering designs, technical specifications, contract documents, and implementation methodologies for the irrigation scheme

iii. Provide technical backstopping to Muvumba Irrigation sub-program PIT in overseeing project implementation to assure quality and ensure timely completion of the irrigation projects.

iv. Providing technical guidance to contractors and supervision teams on irrigation hydraulics, pressurized systems, pipeline networks, and operational optimization measures

v. Work closely with RWB and RAB to review and propose the most appropriate irrigation management model(s) for Muvumba Irrigation Scheme. The Technical Advisor will evaluate the proposed models against local conditions and recommend the most suitable option(s) for implementation.

vi. Support RWB and RAB to comply with the Government and African Development Bank policies on irrigation development including on Environmental and Social requirements.

4. The Rwanda Water Resources Board (RWB) now invites eligible individual consultants to express their interest in providing the services. Interested consultants must submit a detailed Curriculum Vitae (CV), copies of academic and professional qualification certificates, and contact details demonstrating their qualifications and relevant experience to perform the services

5. Key qualification requirements include relevant academic qualifications and proven expertise in irrigation engineering, covering design, implementation, supervision, and technical advisory services, as outlined below:

i. The Consultant shall hold a minimum of a Master’s degree in Irrigation Engineering, Drainage Engineering, Soil and Water Engineering, Water Resources Engineering, or a related field, with at least twelve (12) years of professional experience.

ii. The Consultant shall have at least ten (10) years of specific experience in planning, designing, and implementing large-scale irrigation systems, including intakes, transmission and distribution networks, pumping systems, reservoirs, canals, and dams in comparable contexts.

iii. The Consultant shall have proven experience in the design and implementation of large-scale pressurized irrigation schemes, including centre-pivot irrigation systems of at least 500 hectares per scheme, supported by at least three (3) Certificates of Good Completion, including one (1) from a project financed by an international development partner (e.g., IFAD, FAO, World Bank, AfDB, or equivalent).

iv. The Consultant shall have demonstrated experience in supervising consultants and/or contractors in the design and implementation of irrigation projects, supported by at least one (1) Certificate of Good Completion.

v. The Consultant shall demonstrate advanced proficiency in relevant irrigation and water resources engineering software, supported by at least two (2) successfully completed assignments with Certificates of Good Completion.

vi. The Consultant shall have experience in contract management for irrigation and drainage works (including centre pivot, sprinkler, and surface irrigation systems) under recognized institutions such as Government agencies or international development partners (e.g., FAO, World Bank, AfDB, or equivalent).

vii. Proven technical advisory experience in large-scale irrigation projects, providing strategic guidance to government institutions and project implementation teams.

6. Selection will be carried out in accordance with the African Development Bank’s Procurement Framework, namely the Procurement Policy for Bank Group Funded Operations (October 2015), using the Individual Consultant Selection (ICS) method.
