Muvumba Multipurpose Water Resources Development Program - Additional Financing
GENERAL PROCUREMENT NOTICE (GPN)
1. The Government of Republic of Rwanda has received a loan from the African Development Bank as additional financing to Muvumba Multipurpose Water Resources Development Program (MMWRDP) to support the implementation of the Irrigation Subproject – Phase I, under the coordination of the Rwanda Water Resources Board (RWB).
2. The development objective of Additional Financing (AF) to MMWRDP is to scale up the program by constructing a climate-resilient irrigation system covering 3,073 ha of agricultural land to increase agricultural productivity and enhance food and nutrition security of the targeted beneficiaries in the program area. The specific objectives include developing irrigation infrastructure, capacitating farmers to utilize modern farming technologies, etc
3. The program includes the following components:
Component 1: Climate resilient irrigation infrastructure development:
§ This component aims at developing a total area of 3,073ha for irrigation. The program will deploy Sprinkler and Centre Pivot irrigation systems. Specific activities to be implemented under Component 1 include developing five (5) irrigation zones, 10 post-harvest infrastructure, 75 water troughs for livestock, pedestrian walkway bridges on the canals, Land Acquisition and Resettlement Action Plan (RAP) Implementation, and Implementation of the works Environmental and Social Management Plan (ESMP).
Component 2: Nutrition-smart agricultural production and agribusiness development:
§ This component will focus on strengthening local capacity and operationalizing sustainable irrigation management to ensure long-term productivity and inclusive economic growth. The component will support the establishment and capacity building of Water User Associations (WUAs) and farmers’ groups, including cooperatives, by providing structured governance, technical training, and financial management skills. Nutrition-smart agricultural production will be enhanced through promoting the production of nutrient-rich crops and increasing demand among the communities for consumption of healthy, nutritious diets, and promoting safe WASH services, especially within the 1000-day window of opportunity.
Component 3: Institutional support and program management:
§ This component aims at: (i) setting up, staffing and operationalizing the Program Implementation Team (PIT) within the SPIU of Rwanda Water Resources Board (RWB), (ii) providing resources required to undertake a baseline study on agriculture production, (iii) Conducting the program Mid-Term Review and preparing the Program Completion Report, (iv) Carrying out annual, mid-term and final/completion financial and environmental, RAP, climate and social audits, and (v) Contributing to the shared SPIU operating costs for its sustainability, given the SPIU’s overall responsibility to coordinate the implementation of all the projects and programs at RWB (each program/project under the SPIU contributes to covering the costs and operating expenses of SPIU shared staff.
4. Procurement of goods and/or works and acquisition of the consulting services, financed by the Bank, will be carried out in accordance with the Bank’ Procurement Policy for Bank Group Funded Operations, dated October 2015 which is available on the Bank’s website: http://www.afdb.org. Request for Expressions of Interest for Consultancy Services and Bidding documents for goods and works contracts are expected to be available in July 2026.
