LETTER OF INVITATION FOR EXPRESSION OF INTEREST (EOI)

TITLE: CONSULTANCY SERVICES FOR DEVELOPMENT AND IMPLEMENTATION OF

ENVIRONMENTAL SOCIAL GOVERNANCE (ESG) AND SUSTAINABILITY

FRAMEWORK FOR RWANDA ENERGY GROUP (REG)

CLIENT AND SOURCE OF FUNDS: RWANDA ENERGY GROUP (REG)

1. Rwanda Energy Group (hereinafter called ‘’Client”) has funds towards the cost of preparation of Consultancy Services for development and implementation of Environmental, Social, Governance and Sustainability framework for Rwanda Energy Group. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Expression of interests is issued.

2. Rwanda Energy Group hereby invites eligible consultancy firms to submit their Expression of Interests to provide the Consultancy Services to carry out development and implementation of Environmental, Social, Governance and Sustainability framework for Rwanda Energy Group. More details on the services are provided in the Terms of Reference.

3. A Consultant will be shortlisted based on procedures described in this Expression of Interest, in accordance with the REG Procurement Procedures Manual as modified to date.

4. The Request of Expression of Interest includes the following documents:

a. A brief description of consultancy services to be provided.

b. The qualification required for the company and key personnel.

5. Please note that the expression of interests will be submitted either hard copy or through the email on the following address:REG-EUCL Headquarters, 1st Floor, Room N° G114, in the Secretariat Office of the Procurement Management of REG, P.O Box 5634 Kigali.; e-mail: g [email protected] or [email protected]

6. Well prepared Expression of interests must reach the Procurement Secretariat of REG Head Office to the foresaid address, in paragraph 5 not later than 31/07/2026 at 17:00 AM.

7. Interested companies may request the Terms of Reference for the above-mentioned services through the email addresses provided above.

8. The Request for Proposal (RFP) will be issued to the shortlisted companies that attained the required pass mark.
