VACANCY ANNOUNCEMENT

Position: Commissioner of the National Commission for Human Rights (3)

Pursuant to Law No. 024/2026 of 11/06/2026 governing the National Commission for Human Rights, particularly Articles 15 and 16;

The Committee responsible for the selection of candidate Commissioners of the National Commission for Human Rights hereby invites qualified candidates from the institutions mentioned below to submit their applications for the position of the Commissioner of the National Commission for Human Rights.

I. Institutional origin of Commissioners

Commissioners are drawn from:

a) Civil society, particularly non-governmental organisations working to promote and protect human rights;

b) Public and private institutions of higher learning;

c) Public entities; and

d) The private sector.

II. Eligibility requirements

A person shall be eligible for a Commissioner if he or she:

a) Is a Rwandan national;

b) Is a person of integrity;

c) Has experience in leadership positions within public or private entities;

d) Has not been definitively convicted of the crime of genocide, genocide ideology, or related offences;

e) Has not been definitively convicted of war crimes or crimes against humanity; and

f) Has not been definitively sentenced to imprisonment for a term of six (6) months or more.

III. Application documents

Applications shall include the following documents:

1. An application letter addressed to the Chairperson of the Committee responsible for the selection of candidate Commissioners of the National Commission for Human Rights;

2. A copy of the National Identity Card;

3. A criminal record certificate;

4. A detailed Curriculum Vitae (CV);

5. Copies of academic certificates;

6. Documentary evidence of experience in leadership or management positions within public or private institutions; and

7. A recommendation letter issued by the representative of one of the institutions referred to above.

IV. Submission of applications

Applications shall be submitted through Email [email protected] not later than 31st July 2026 at 5:00 p.m.

The subject of the email shall be: "Application for the Position of Commissioner of the National Commission for Human Rights."

Only candidates who meet the prescribed requirements will be invited for interviews.
