Background

The Rwanda Association of Local Government Authorities (RALGA), established in 2003, champions effective decentralization, good governance, and local economic development by representing, advocating for, and building the capacity of local governments. The country’s Nationally Determined Contributions (NDC3.0) for 2025–2035, launched in November 2025 at COP30 in Brazil, target a 53% reduction in carbon emissions by 2035, requiring strong local implementation, enhanced climate adaptation and mitigation capacities, and effective climate finance mobilization.

RALGA plans to hire an individual consultant to conduct a rapid assessment of six sampled DDS 2024-2029 i.e Nyamagabe, Ruhango, Nyabihu, Burera, Nyamasheke and Ngoma, to identify gaps in the integration of climate resilience and environmental protection measures with NDC3.0 and to propose practical tools for effective alignment. The assessment report is expected to be presented during a stakeholder meeting on NDC3.0 localization to be organized by RALGA.

Objective of the consultancy

To assess sampled district development strategies (DDS) (2024-2029) to identify gaps in terms of how presently proposed climate resilience measures and environment conservation and protection are aligned to NDC3.0 priorities and propose relevant measures and tools to ensure proper local context adapted alignment.

Every offer will be submitted in two copies (one of which being original and the photocopy) of both technical and the financial proposal submitted in separated and well-sealed envelope to be addressed to RALGA Secretary General and submitted at RALGA office located in Masaka Sector, Kicukiro District. The deadline for submission is 24th July 2026 at 11:00 a .m. The opening of the technical offer will take place thereafter at 11:30 a.m.
