The Institute of Engineering Rwanda (IER) reminds the public, project owners, developers, contractors, and public and private institutions of the importance of engaging only registered and licensed engineering professionals and firms for engineering services.
Construction site inspections conducted between October 2025 and May 2026 in Bugesera, Nyaruguru, Nyamagabe, Rwamagana, Kayonza, and Gasabo Districts revealed recurring compliance gaps, including unregistered or absent supervision, unapproved design changes, failure to conduct foundation inspections and concrete testing, inadequate worker protection, and continued construction despite stop notices.
These findings underscore that construction safety and quality depend on a clear and continuous chain of accountability among project owners, developers, contractors, supervising professionals, and other stakeholders. Where this accountability is compromised, the risks to public safety, property, and infrastructure integrity are significant.
TO THE PUBLIC, PROJECT OWNERS, DEVELOPERS, CONTRACTORS AND INSTITUTIONS
Under Article 33 of Law No. 023/2025 of 1 September 2025 governing the Professions of Architecture, Engineering and Quantity Surveying, professional engineering services must be provided by persons who meet the requirements established by law, including registration and licensing with IER.
IER therefore calls upon all stakeholders to:
- Engage only registered and licensed engineering professionals and firms;
- Verify their registration and licensing status before engagement;
- Ensure that qualified professionals are properly assigned and remain responsible for their projects; and
- Comply with all applicable technical, safety, regulatory, and professional requirements.
This is both a legal obligation and an essential safeguard for public safety, structural integrity, quality, and accountability.The registration and compliance status of engineering professionals and firms can be verified through the IER Official Register – Compliant Members.
TO MEMBERS OF THE ENGINEERING PROFESSION
IER reminds all members of their duty to uphold the highest standards of professional competence, integrity, ethics, and accountability, and to comply with all applicable laws, regulations, professional standards, and codes of ethics.
Professional misconduct, negligence, malpractice, or other breaches may result in disciplinary proceedings and sanctions, including suspension or revocation of registration and/or practising licences, in accordance with the applicable legal and regulatory framework.
