CONSULTANCY SERVICES FOR THE ENVIRONMENTAL, SOCIAL, HEALTH AND SAFETY (ESHS) COMPLETION AUDIT FOR THE ENERGY ACCESS AND QUALITY IMPROVEMENT PROJECT (EAQIP)
1. The Government of Rwanda has received financing from the World Bank toward the cost of Rwanda Energy Access and Quality Improvement Project and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) include developing the environmental, social, health and safety (ESHS) completion audit for the Energy Access and Quality Improvement Project (EAQIP). This audit is expected to be conducted for a period of two (2) months starting from the date of issuance of the service order
3. Interested consulting firms may download the Request for Expressions of Interest (REOI) document and the detailed Terms of Reference (TOR) for the assignment, free of cost, from Rwanda energy group website (www.reg.rw)
4. The Energy Development Corporation Limited (EDCL) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are proof of registration in the Rwanda Association of Professional Environmental Practitioners (RAPEP) or its equivalent in the country of origin and qualification and experience of the firm as required in the Terms of references (in table indicating name, scope, period of execution, employer’s name and address) proven by certificates of good completion.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-
consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Consultants Qualifications based Selection (CQS) method (National Open Competitive Bidding) set out in the Procurement Regulations.
