1. WASAC Development Ltd invites sealed tenders from eligible bidders for the construction works for expansion of water transmission pipeline from Kimicanga reservoir to City of Kigali (hereinafter called the Works) and the remedying of any defects therein.
2. WASAC Development Ltd has obtained a loan from Abu Dhabi Fund for Development for the financing of Expansion of transmission and distribution systems for Karenge Water Treatment Plant and it is intended that part of the proceeds of the said loan(s)/financing will be applied towards the costs of the Works.
3. Eligible interested tenderers may obtain further information about this Invitation of Tender from, and inspect the tender documents at the office of WASAC Development Ltd procurement office for the address below:

4. A complete set of the tender documents may be obtained by eligible interested tenderers on submitting a written application to the aforesaid office and upon payment of a nonrefundable fee of Ten Thousand Rwandan Francs (10,000 Frw) or its equivalency in a freely convertible currency. The method of payment will be depositing the tender fee to Rwanda Revenue Authority bank account opened in any commercial bank in Rwanda
5. Tenders must be submitted to the above-mentioned office not later than 11:00 a.m Rwanda time on 14/10/2026 and must be accompanied by a tender security, in accordance with the Instructions to Tenderers, in the amount of 500,000 USD.
6. Tenders will be opened in a session to be held at the office mentioned above and in the presence of representatives of tenderers who wish to attend. This session will take place at 11:30 a.m Rwanda time on 14/10/2026.
7. Bidders are advised to attend a mandatory site visit in order to examine the site of works and its surroundings and obtain, for themselves, all information that may be necessary for preparing the bid and entering into contract and to attend an optional pre-bidding meeting aiming at clearing up any confusion regarding project details, scope of work and tender documents. The Site visit will take place on 16/09/2026 and the place of departure is at WASAC Development Office at 10:00 a.m Rwanda time (8:00a.m. GMT). The online pre-bidding meeting will be held on 18/09/2026 at 10:00 a.m Rwanda time (8:00am GMT). Prospective bidders are required to submit the details (Names, Position & Email address) for their representatives who will attend the pre-bid meeting at least two days before the meeting.
